Estimado(a) ciudadano(a):

La Comisión de la Mujer y Desarrollo Social del Congreso de la República aprobó por unanimidad el dictamen que propone la creación de centros de cuidado diurno infantil (guarderías) en las universidades públicas de todo el país, destinados a la atención de los hijos de los estudiantes universitarios que, por diversas dificultades económicas, ven en peligro la continuidad de sus estudios. 

Serán las universidades nacionales y el Ministerio de la Mujer y Desarrollo Social las instituciones encargadas de ejecutar esta iniciativa. Asimismo, establece que si la universidad ya dispone con este servicio para sus trabajadores, este se ampliará también a los alumnos que lo soliciten, previa evaluación por parte de la Oficina de Bienestar Social de la propia universidad. 

La norma autoriza a las universidades nacionales a celebrar convenios de cooperación técnica y financiera con otras instituciones a fin de contribuir al sostenimiento de estas guarderías. Del mismo modo señala que serán los mismos estudiantes quienes colaborarán en sus horas libres y rotativamente con el funcionamiento de estas instituciones.

Participación Civil - Propuestas Políticas sobre el SIDA - ARGENTINA

PRIMERA MESA ARTICULADA PATAGONICA DE PERSONAS VIVIENDO CON VIH/SIDA Y ORGANIZACIONES DE LA SOCIEDAD CIVIL.

 

INTRODUCCIÓN:

 

En la ciudad de Viedma los días 19, 20, 21 de abril del 2006 se realiza la primera Mesa de PVVS, con el compromiso político de Gobernadores, Vicegobernadores, Legisladores, Ministra de Salud, Ministro de la Familia, Defensoría del pueblo, Dirección de DDHH de la Provincia de Río Negro, Secretaría de Juventud y Deportes de Neuquen, Intendente local.
En la cual participaron organizaciones de la sociedad civil: ASOCIACIÓN PATAGONIA POR LA VIDA, AMMAR RIO NEGRO, CONCIENCIA VIHDA, ASOC. CONVIVIR, FUNDACIÓN QUILLAHUE, CONCIENCIA TIERRA DEL FUEGO, ISSN, ASOC. SOLIDARIDAD, GRUPOS DE HIJOS PVVS, GRUPOS DE MUJERES PROMOTORAS DE SALUD, ASOC. RUCA HUE, RED DE MUJERES NUEVO MILENIO , RED PVVS VIEDMA, ICW REG PATAGONIA, RED MDQ, RED BONAERENSE, RED BAHIENSE, UCONSI, FUNDESO, MANOS DE OBRA DESOCUPADA  AMOR VIEDMA HOSPITAL DE BARILOCHE, HOSPITAL DE VIEDMA, LABORATORIO LKM, MEDIAR SIDA, CRUZ ROJA COMODORO RIVADAVIA, CONVIHEZEIZA, PROGRAMA NACIONAL Y PROGRAMA PROVINCIAL RIO NEGRO.
En dicho evento se debatieron en 3 días 6 mesas reflexionando sobre la problemática social del VIH/SIDA, se realizó la lectura del documento del 5º y 6º encuentro realizado en la 2005 ciudad de Rosario, Santa Fe.

 

CONCLUSIONES:

 

MESA : Instalación de la temática del VIH/SIDA en la agenda de los Gobernadores Patagónicos.

 

ESTRATEGIAS:
                            

1         Trabajar la transversalidad de las políticas públicas en VIH/SIDA.

1         Empoderar a la ciudadanía mediante la acción en los medios masivos de comunicación.

1         Agilizar el acceso para dar charlas en las escuelas con el· apoyo gubernamental, además de otras instancias educativas.

1          Proponer estrategias de cabildeo o lobby para el logro de la participación en el diseño de políticas publicas para el sector.

1         La posibilidad de un foro patagónico (mesa), fortalecería la posición de los referentes provinciales.

1         Plantear cuestiones de gobernabilidad y buenas practicas.

1         Aprovechar oportunidades en instancias interjuridiccionales como el Parlamento Patagónico.

1         Declarar de interés provincial la lucha contra el SIDA en las provincias. Que no existen.

1         Actualizar y humanizar la ley nacional vigente, incluyendo en la· misma los derechos sociales de los PVVS, las obligaciones del estado y establecer un claro marco jurídico en su reglamentación.

1         Incluir en las reformas constitucionales las garantías sociales en la prevención, atención, acompañamiento en VIH/SIDA.

1         Plantear la necesidad de crear o posibilitar la participación ciudadana en ambas direcciones.

 MESA TRANSPARENCIA DE FONDOS:

 

1         Relevamiento de datos de los recursos disponibles, los programas de SIDA de la región patagónica.

1         Organizar un proyecto nacional de la ley e incidir en la plataforma de la legislatura patagónica.

1          Difundir la ejecución de proyectos del Fondo Mundial.
Pronunciamiento patagónico acerca de los manejos de los fondos del Fondo Mundial por parte de UBATEC.

1         Compromisos de gobernadores a la creación de políticas publicas en la región involucrando a los municipios, prevención, articulación, sociedad civil.

 


MESA  CALIDAD DE ARV:

 

1         Establecer mecanismos de control sobre la distribución y calidad (a través del fármaco vigilancia comunitaria).

1          Priorizar la calidad antes que el precio.

1          Facilitar la información de los procesos de calidad a la comunidad afectada y sociedad civil.

1         Fortalecer nuestra postura acerca de la entrega de ARV de la mejor calidad, aplicando los compromisos asumidos por nuestros gobiernos en UNGASS(2001).

1         Comunicar a la delegación nacional de la sociedad civil que participara en UNGASS en mayo del corriente año que remarquen en las instancias internacionales que el gobierno Argentino no ha cumplido en la distribución de los ARVs de calidad.

 


MESA POLÍTICA DE SIDA EN LA ARGENTINA Y ARTICULACIÓN SOCIEDAD CIVIL ESTADO EN EL MARCO DE LOS DDHH Y CIVILES.

 

1         El VIH debería ser abordado por distintos organismos del estado: salud, educación, trabajo, familia. ( entre otros) .

1         Acordamos que el Ministerio de Salud Provincial y Nacional se encargan de la atención ( cuando la persona ya esta con serología positiva).

1         La política a seguir seria: articular la información actualizada y difusión del VIH, dentro de una política de promoción activa.

1         Para alcanzar la articulación es necesario que las OSC se organicen para implementar estrategias en conjuntos con los municipios para llevar información a los grupos básicos de la sociedad. Instituciones : Religiosas, culturales y educativas ( entre otras).

 


MESA CAMPAÑAS DE PREVENCIÓN.

 

*CONCLUSIONES: 

1         No hay trabajos con las bases: trabajos en terrenos, organizaciones civiles.
Burocracia de las estructuras del estado.

1         Mal manejo del lenguaje sobre la temática de los medios de comunicación.

1         Mal uso de los medios de comunicación en campañas de prevención.

1         La no permanencia y sostenimiento de las campañas en el tiempo.

1         Falta de trabajo en conjunto con las OSC.

 

*PROPUESTAS:

 

 1- Creación de espacios en conjunto sobre prevención entre: Estado-OSC.
 2- Elaboración de un documento de la mesa articulada donde se impulse la reglamentación y aplicación de la curricula sobre Salud sexual y reproductiva.
 3- Organización del primer encuentro patagónico de VIH/SIDA y los medios de comunicación.

 

MESA SITUACIÓN DE LAS CÁRCELES DE LA PATAGONIA.

 

Problema:

1         Seguridad sin salud dentro de las cárceles.
Desarraigo de familias.

1         Limitada inserción de organizaciones de DDHH,  OSC y Redes de PVVS.

1         Falta de medicación permanente para personas viviendo con VIH/SIDA y seguimiento clínico terapéutico de PVVS.

1         Falta  alimentación adecuada.

1         Mínimo cumplimiento de las normas universales de protección.

1         Falta de trabajo de integración desde arte, cultura.

1         Falta de compromiso del equipo de salud de las instituciones carcelarias.

1         Instituto de asistencia a presos y liberados no hay en cada provincia.

1         Hay personas privadas de libertad que no pueden acceder a denunciar.

1         Falta de articulación interinstitucional de OSC y organismos de control para efectivizar denuncias.  

1         Falta de contención  psicológica a los PVVS.

1         Falta de educación a los· PVVS  privadas de libertad y servicio penitenciario.

1         Falta de aporte previsional en situación de remuneración interna para trabajo realizados (peculio.)

 

 PROPUESTAS:

1         Anteponer derechos de salud sobre seguridad.

1         Que el cumplimiento de penas sea en lugar de origen o cerca de su flia.

1         Permitir el acceso de OSC y organizaciones de DDHH en cárceles.

1         Acceso a medicación permanente y atención integral ( primera segundo y tercer nivel) en forma continua y sistemática.

1         Brindar alimentación con aporte nutricional que la infección y enfermedad requiera.

1         Capacitar y exigir al personal penitenciario, salud, personas privadas de libertad el cumplimiento de las normas universales de protección ( normas de bioseguridad).

1         Crear espacios de expresiones artística., cultural y social.

1         Capacitar, concienciar sensibilizar al personal de salud institutos.

1         Mejorar la gestión  del instituto de asistencia a presos y liberados.

1         Difundir la actuación de OSC, organismos de contralor a fin de articular acciones para el cumplimiento de los derechos  que los asisten. Educar sobre prevención y derechos de las personas privadas de la libertad, y a la formación del servicio penitenciario (ejem: escuela de cadetes) Implementar el aporte previsional en la remuneración laboral de las personas privadas de la libertad.

Dear Friends,

For over a year, the Center for Women's Global Leadership has been
participating in and monitoring aspects of the "UN Reform" process most
relevant to women's human rights and a number of related issues, such
as preserving civil society participation in the UN system. In 2005,
our advocacy focused on "Beijing + 10" at the Commission on the Status
of Women and the 2005 UN World Summit, where it became clear that
governments were engaging in a long term review of the functioning and
efficacy of the UN itself. Our goal has been to ensure that women's
concerns and gender equality are taken into account in all levels of
the
reform discussion, whether in terms of the creation of the new Human
Rights Council, or in the review of the new "Coherence Panel" described
below. We write now both to update you and to seek your input as some
of these processes unfold.

We have worked in close collaboration with a number of groups such as
Development Alternatives with Women for a New Era (DAWN), Women's
Environment and Development Organization (WEDO), and the Women's
International League for Peace and Freedom (WILPF) and others to place
women's human rights squarely on different aspects of the reform
agenda.
With these and other organizations, we have drafted the attached
"Briefing Note" that describes, among other things, one reform process
that we think warrants your attention: the work of the newly-appointed
"High-Level Panel on System-wide Coherence in the areas of Development,
Humanitarian Assistance, and the Environment."

We and our colleagues in New York have been working hard in recent
weeks
to bolster attention to gender in the Coherence Panel's agenda. Our
strategies have been effective: although gender had been absent in the
original purview of the Panel, the Secretary General recently mandated
that gender mainstreaming be added as a cross cutting issue in the
Panel's work. The Panel now will review both the "gender
architecture"
of the UN and gender mainstreaming as part of its official assessment.

We hope to inform and mobilize women's human rights constituencies so
your voices and experiences can help to shape the outcomes of the
Panel's review. Please read the attached Briefing Note, which
describes
the focus of the Panel and the sort of information that will be most
helpful for their exploration. We include a few ideas for action below,
one of which is to send us your ideas and suggested strategies about
bolstering gender mainstreaming in the UN system (at country and global
levels). The Center for Women's Global Leadership will work with a few
of our colleagues in New York to scan and compile themes from your
responses to the Panel and others who are interested in these
responses.
In addition, if you have questions or concerns about the human rights
implications of the reform or gender architecture processes, please

Potential Actions to Pursue:

1) Contact individual Panel members from your country: See if your
country is represented on the Panel (there are fifteen members), and if
yes, contact your country's representative. State your interest in the
gender architecture aspects of their work; in wanting to ensure that
these questions are taken seriously by the Panel; and any other ideas
you wish to share about gender equality or gender mainstreaming in the
UN system.

2) Make submissions directly to the Panel and its secretariat:
If you wish to reach the Panel directly with a written submission about
gender equality/gender mainstreaming within the UN, you can send a
response to Koen Davidse, the Panel's Research Director, at
koendavidse@hotmail.com

3) Talk to your government officials about the process:
Many government officials don't know that the gender review is part of
the Coherence Panel's work, and that recommendations on gender in the
UN
system will be made by the Panel to the General Assembly, for its
review
in September. This discussion will then continue at the GA in the
fall.
Talk to them about what you want to be sure happens in this review and
your ideas for strengthening the work on women's rights through the UN.

We would be particularly interested in hearing your ideas about
strategies and criteria that would enhance the functioning of the UN,
both at the country level and at central offices. Consider responding
to the following questions:

gender mainstreaming?

Have you found UN staff to be adequately resourced? Adequately trained
in gender? Willing to fund or participate in projects related to

BRIEFING NOTE ON WOMEN’S RIGHTS AND THE “COHERENCE PANEL” IN THE UN REFORM PROCESS

For the past three decades, women have seen the United Nations as a galvanizing force for our efforts to define a comprehensive global agenda for peace and security, human rights, gender equality, women’s empowerment, poverty eradication and sustainable development.  While some important advances have been made for women, the failure overall to implement the commitments to women’s rights (in CEDAW, the Beijing Platform for Action, the Cairo Programme of Action and other government agreements) is well-documented.  The UN reform process is important to women because we need the organizational structures, high level leadership and necessary resources to enable governments and the UN system to increase significantly their efforts to fullfill their promises on women’s human rights, gender equality and women’s empowerment.

 

The purpose of this briefing note is to provide you with information so you can take action critical to advancing gender equality at a time of fast-paced UN reform.  The women’s organizations listed above, working together on the UN reform process, focus here on women’s architecture and machineries within the UN, especially on developments with the “Coherence Panel” since the Commission on the Status of Women (CSW) in March 2006.

 

 

Current Reform Process: High-Level Panel on UN System-wide Coherence

 

In February of 2006, the Secretary-General announced the formation of a High-Level Panel on UN System-wide Coherence in the areas of Development, Humanitarian Assistance, and the Environment. This panel is comprised of fifteen members,[1] but only three are women. The panel will make recommendations about how the UN should be structured, including at the national and global levels; address new challenges, many of which were delineated in the 2005 UN World Summit; and discuss how the UN system can meet the various internationally agreed goals, particularly the Millennium Development Goals (MDGs).

 

During the Commission on the Status of Women meeting in March 2006, women’s groups released an Open Letter to the Secretary General and member states deploring the lack of gender balance on the Panel and the absence of gender equality concerns in the initial mandate, both in terms of gender mainstreaming and women’s machineries of the UN system.[2] Due in part to our criticism, the Secretary General has expanded the mandate of the Coherence Panel to include both “gender equality architecture” of the UN and gender mainstreaming, and has made gender equality a cross-cutting issue for all three themes.

 

The Panel is working very rapidly because its recommendations are expected by the end of August 2006 in order to go to the General Assembly in September.  The Panel held its first meeting on 4-6 April 2006 in New York and will next meet in Geneva on June 2-3.  In May the Panel is expected to visit Mozambique and Pakistan to conduct consultations primarily with UN staff and a few others knowledgeable about the UN system, with other field visits to follow in June. 

 

Context for Women’s Rights and Gender Equality

 

It is well-documented that gender mainstreaming within the UN has not been achieved or implemented systematically and effectively.[3]  Gender mainstreaming processes have never been adequately resourced, leadership has not been held accountable and those charged with mainstreaming often have not had sufficient authority to implement the policies or proper training.

 

In addition, we have lacked a critical element:  an independent, women-specific agency with adequate stature, resources, operational capacity, and a mandate to drive this agenda.  A lead agency is needed along with well-resourced, effective mainstreaming efforts.  Currently, we have several under-resourced agencies focused exclusively on women’s issues   (United Nations Development Fund for Women (UNIFEM), International Research and Training Institute for the Advancement of Women (INSTRAW), the Secretary-General’s Special Advisor on Gender Issues (OSAGI), and the Division for the Advancement of Women (DAW)). Other larger agencies, including UNDP, UNFPA, UNICEF, UNESCO, the High Commissioners for human rights and refugees and others, sometimes do important work on gender equality, but it is only a part of their mandate, and often receives low priority.

 

 

Proposals

Proposals to strengthen gender architecture of the UN are circulating, including the foll0wing:

 

§            Merge UNIFEM into UNDP (Netherlands proposal).

§            Merge UNIFEM/INSTRAW/DAW/OSAGI into one or possibly two agencies, one operational and the other policymaking.

§            Create a new independent women’s agency with a broad mandate, led by a director with Under-Secretary-General (USG) status, and with greatly enhanced resources. (SG’s Special Envoy for HIV/AIDS in Africa Stephen Lewis’ proposal) This agency could be built by initially combining UNIFEM and UNFPA field and headquarters staff, by significantly scaling up UNIFEM, or by creating a new independent agency entirely.

 

A number of women’s organizations have begun to discuss these proposals.  Advocates have strongly opposed the UNIFEM/UNDP merger as well as the merger of all the women’s agencies (UNIFEM/INSTRAW/DAW/OSAGI).  The first proposal is viewed as further marginalizing women’s concerns, and, for the time being, is stalled.  The second is viewed as inadequate to the challenges posed, primarily because a merger alone may not bring more resources or stature to women’s issues and does not distinguish field operational needs from policy headquarters ones. However, as far as we know, the details of such a merger have not been fully explored.

 

Some feel the option of creating an independent strong women’s agency led by a high level official with autonomy and adequate resources has the greatest potential.  However, we recognize there are different approaches to the creation of such an agency and many organizational details that would need to be addressed. 

           

Unquestionably, there needs to be strong women-specific machinery both in the operational and policy-making spheres.  This requires a major up-scaling of the power, authority, and resources dedicated to women’s human rights, gender equality and women’s empowerment.  At the operational level, in particular, a strong and independent women’s agency must be linked to and reinforce other gender mainstreaming and gender parity efforts within the UN system. 

 

Rather than endorsing any particular approach, we want to ensure that there is a serious and comprehensive assessment by the UN and member states of gender equality architecture and women’s machineries in the UN system. In an effort to contribute, we have begun to outline some of the characteristics of effective gender equality architecture.   These include:

 

§            Autonomous UN agency with a comprehensive mandate dedicated to the full range of women’s rights and concerns, derived from the Beijing Platform for Action, Cairo Programme of Work, CEDAW, etc.

§            Under Secretary General leading agency to guarantee a voice for women and a seat at the UN decision making table

§            Substantial, regularized and predictable resources adequate to implement the mandate

§            Headquarters and in-country presence with sufficient and well trained personnel and resources

§            Accountability mechanism that includes regionally-diverse independent women’s rights advocates as part of its governing body

 

In addition, the UN system should commit to an effective gender mainstreaming strategy that addresses the lack of effective leadership and accountability for gender equity in the UN.

 

Meeting with the Secretary General

 

Representatives from a number of women’s organizations have met with UN staff, including the Panel Secretariat, over the past month. On May 3, 2006, representatives met with Secretary General Kofi Annan to discuss the need for the UN reform process to address strengthening gender architecture and gender mainstreaming within the UN system.  We outlined the key characteristics needed for effective gender equality architecture described above.

 

The Secretary General said he shared our concerns about moving this agenda more effectively within the UN but made the following points in response to our proposals: It would be difficult to advocate for the creation of a new independent women’s agency at this time, in part because of expected government resistance; it was important to ensure that work on gender be mainstreamed and “women’s issues” should not be isolated in the work of one agency; as an alternative to a new agency, it is important to strengthen existing structures and ensure that they have the characteristics to deliver on gender equality; the appointment of an Under-Secretary General with a dedicated team would provide participation at the highest levels of decision-making and would ensure independence and greater attention to action on the gender equality agenda within the UN system;  having such a driver he thought would ensure the effective implementation of gender mainstreaming at all levels.

 

The Secretary General was interested in learning more about the challenges posed by the current gender focal point system (at all levels), and the ways it often fails to effectively address gender equality and women’s rights at the national level, or when it does deliver, what are the factors that make this possible.  With regard to the Coherence Panel, he encouraged us to communicate our concerns about the gender focal point system and women’s experiences in engaging with the UN (particularly at the operational level).  We also discussed the importance of having consultations with women’s groups throughout the process to hear directly about these concerns.

 

 

Next Steps

 

The Coherence Panel will recommend how to make the UN more effective operationally at the country level and as a policymaking and norm-setting institution. To influence these recommendations, we must provide the Panel with information about women’s experiences in engaging with UN agencies, at national, regional and global levels.  We need to document and provide this information, supported, wherever possible, by concrete examples and data.  It would be most helpful if this documentation included examples both of the failure to deliver on gender equality and women’s empowerment as well as successes on the ground and what made them work.

 

We urge women to speak with Panel members from your country/region and the Secretariat for the Panel and also to begin conversations with national government officials so they understand that the gender equality architecture is under review.  This is an important opportunity to strengthen the capacity of the United Nations to implement the far-reaching commitments it has made on gender equality and women’s human rights.  It seems likely that the Panel will recommend to the General Assembly in September 2006 either some changes in gender architecture or a process for making such changes.  Check the websites of the organizations listed above for periodic updates.
