Riesgo de Involución en america latina según la comisaria de la UE.

EUROPA-AMERICA LATINA Advierten riesgo de involución en Latinoamérica por neo-populismo     Biarritz, 5 Oct (Notimex).- La comisaria europea de Política Exterior, Benita Ferrero, advirtió hoy aquí que América Latina vive bajo el riesgo de una involución derivada de la emergencia de una corriente de neo-populismo en varios países de la región. "Me parece que hay un riesgo de riesgo de involución en América Latina, que está ahí, en principio" declaró en rueda de prensa la responsable de la diplomacia del ejecutivo comunitario en el marco del VII Foro de Biarritz que comenzó hoy aquí. Según la ex canciller de Austria, "hay un cierto neo-populismo en América Latina a causa de la pobreza, la desigualad y otros problemas". En español, la comisaria dijo que la Unión Europea (UE) "quiere hacer todo lo necesario para que este riesgo no tenga unos resultados negativos y que, al contrario, se vuelva a hacer irrelevante". "Hay que consolidar, reforzar la estabilidad" subrayó Benita Ferrero quien señaló que en la región la democracia es un sistema extendido. "Hoy en día hay democracias en casi toda América Latina, lo que falta es la consolidación de la democracia y tenemos que trabajar en ello" insistió Benita Ferrero Waldner. La comisaria señaló que la UE "tiene que contribuir con nuestra práctica y experiencia que adquirimos después de la II Guerra Mundial a ese objetivo en América Latina". Puso a México como ejemplo "de fragilidad democrática porque después de un proceso electoral hay todavía un ex candidato que contesta estas elecciones, luego de que la Corte Suprema haya dicho lo que es correcto según la Constitución porque no cada cual puede cambiar la Constitución". La comisaria europea de Política Exterior advirtió en el caso mexicano que las "tensiones" políticas postelectorales en en el país amenazan con "socavar" los fundamentos democráticos en México. Afirmó, además, no estar de acuerdo con varios de los ponentes que hoy intervinieron aquí y que denunciaron el "alejamiento" entre Europa y América Latina, y la presunta falta de interés del Viejo Continente en la región. "Para nosotros América Latina es realmente un socio estratégico. Europa es el mayor inversor en América Latina" subrayó Benita Ferrero a la prensa internacional que cubre el Foro de Biarritz. Ferrero criticó por otro lado la política de nacionalización de recursos naturales llevada a cabo por el presidente de Bolivia, Evo Morales, que "no ha respetado el espíritu de cooperación" entre gobiernos y empresas y puede perjudicar al desarrollo de su país y a empresas europeas, dijo.   NTX/DDR

ALERTA BIBLIOGRÁFICA Setiembre 2006 - Centro de documentación de CLADEM-             01.-  Informe sobre el cumplimiento del Pacto Internacional de Derechos  Civiles y Políticos. CLADEM Honduras.  2006.  28 pp.   CLADEM-Honduras reportará al Comité de Derechos Humanos en octubre próximo, por  ello elabora el presente informe  abordando los artículos 2, 3, 6,7, 8, 17 y  23 del Pacto Internacional de los Derechos Civiles y Políticos. Analizando  el derecho a la no discriminación, se plantea el dilema que existe en cuanto a la jerarquía de las disposiciones convencionales con relación  a disposiciones constitucionales,  sí  bien se señala que la discriminación contra las mujeres constituye delito conforme al Código Penal, se establece una pena inferior en relación a las otras conductas discriminatorias tipificadas.  Respecto a la igualdad de la mujer y el hombre en el goce de los derechos, se señala como obstáculo para promover esta igualdad el utilizar un lenguaje sexista en su legislación.  Uno de los espacios en donde con mayor frecuencia se da un trato cruel a las mujeres es en el espacio privado, de parte del esposo o compañero, si bien existen esfuerzos por parte del Estado, es necesario tomar nuevos retos  para garantizar que todas las mujeres víctimas tengan acceso a la justicia y reciban la atención legal y emocional.  Respecto a la protección de la familia, no existen políticas públicas que garanticen el ejercicio y goce de derechos sexuales y reproductivos, así como acceso a métodos de planificación familiar ni disposiciones que garanticen el derecho de propiedad de las mujeres sobre los bienes adquiridos en la vida de pareja, con lo cual no se cumple la disposición convencional de igualdad de derechos durante y al término del matrimonio. CLADEM El Salvador.  2006.  28 pp. Se desarrolla con especial interés seis aspectos contenidos en el Pacto de Derechos Económicos Sociales y Culturales, el primero, el Derecho de la mujer al trabajo libremente escogido o aceptado, se plantea la realidad de la mujer salvadoreña haciendo un recorrido por la legislación laboral existente, la falta de protección de parte del Estado en relación a la discriminación que afecta a las mujeres en el ejercicio de sus derechos laborales y la implementación de políticas públicas, cuyos resultados escapan al control estatal.  Seguidamente, se esboza el tema del salario y las condiciones de trabajo equitativas y satisfactorias, examinando el cumplimiento del Convenio 100 de la OIT que ha sido ratificado por Estado y su marco legal, mostrando las brechas salariales, la segregación y el acoso sexual que genera la deserción de las mujeres de los centros de trabajo. El tercer tema trabajado es el  derecho de la mujer a la seguridad social, donde se evidencia la violación constante del derecho a controles médicos o a citas por enfermedad, de las trabajadoras de las maquilas; asimismo el régimen de pensiones y los efectos de su aplicación  en la fuerza de trabajo femenina,  que por las inequidades del mercado de trabajo está sujeta a pensiones precarias.  Seguidamente, se analiza la legislación de protección de la familia, las limitaciones en el reconocimiento de las uniones no matrimoniales, la situación de la violencia contra las mujeres y la falta de registros de datos que evidencien la realidad del problema, así como la situación de la niñez salvadoreña en el mercado laboral.   Posteriormente, se trata  el  derecho de la mujer a la salud física y mental donde se pone de manifiesto la falta de información preventiva y acceso a la misma, sobre todo en lo que respecta a la  salud sexual y la salud reproductiva, la falta de control y poder de decisión sobre la relación sexual, el poco conocimiento sobre métodos de planificación familiar y la vulnerabilidad a la violencia sexual.  Se concluye con el tratamiento del derecho de las mujeres a la educación, se  muestra el alto  porcentaje del analfabetismo en las mujeres y las prácticas discriminatorias hacia las adolescentes embarazadas que son forzadas a abandonar los estudios.   03.- Revista Informativa Nº07.  CLADEM. El desafío de pensar por fuera de la antinomia trabajo sexual- servidumbre sexual",  aborda el tema de la prostitución, nos introduce al debate de las dos posiciones diferentes, por un lado las que ven a la prostitución uno de los efectos más degradantes y brutal de la opresión de las mujeres y por otro lado, quienes consideran a la prostitución una vía de emancipación económica de las mujeres que les permite disponer de su propio cuerpo autónomamente. Incorpora los documentos "Efectos de la Globalización en los Derechos Humanos de las Mujeres" y "Los Derechos Sexuales y Derechos Reproductivos: Condición para la democracia y la Ciudadanía Plena" presentados en la mesa de Diálogo organizada por CLADEM en el Foro Social Mundial Policéntrico realizado en Caracas en enero de 2006. Seguidamente se desarrolla los fundamentos teóricos que hay detrás de los planes de acción, examinando los métodos de planificación y recapitula las lecciones de una  década de planes  de acción de género. Santiago. 2006. 70 pp.   Documento que aborda desde una perspectiva de género los objetivos de desarrollo  del milenio en Paraguay, para ello se analizan cada uno de los indicadores propuestos. Se presenta datos estadísticos en cada uno de los ODM que ofrezcan  transversalidad de las relaciones de género y la forma en que se evidencian las disparidades entre hombres y mujeres. Preliminarmente, se realiza un estudio conjunto de los objetivos vinculados a pobreza y medio ambiente sostenible (1 y 7), dado  que en Paraguay más del 40% de la población habita en zonas rurales, áreas en las cuales se concentran las mayores carencias. Posteriormente  se analiza el derecho a la educación, donde se destaca el rol de la educación y los déficits actuales en materia de equidad. Finalmente, el tratamiento de los objetivos 4 a 6, vinculados a salud se presenta bajo un mismo apartado. Beatriz en el 7º Circulo

Redacción ILJC                                                                                                                                Año N° 1 -05/10/06   BEATRIZ EN EL SËPTIMO CIRCULO    Nos sucede con frecuencia que cuando escribimos sobre nuestros países, especialmente en torno a algunas repúblicas centroamericanas, nos da la sensación que lo hacemos con animadversión o un sesgo malévolo premeditado y venal. No es así, nuestras realidades y las historias son muy tercas, no pueden ser ocultadas por las palabras. Es el caso del  El Salvador, su crecimiento es porcentualmente el mas bajo de los paises centroamericanos, como también el crecimiento del ingreso per capita (IPC). Junto a Costa Rica y Guatemala, comparte las cifras mas altas de exportaciones y su deuda es la mas baja de la región.   Políticamente, gobernado por Antonio Saca, de la Alianza Republicana Nacionalista (ARENA) que por cuarta oportunidad accede al poder, después de derrotar al Frente Farabundo Martí para la Liberación Nacional  (FMLN), en  un proceso electoral basado en una estrategia mediática y la presencia activa de funcionarios y políticos norteamericanos, según lo afirma el Instituto Centroamericano de Estudios Políticos (INCEP), auspiciado por la KAS. La situación política y económica en El Salvador es critica y de algún modo, imprevisible.    Lo contamos ahora, después de haber leído de la pluma del periodista Héctor Tobar de  Los Ángeles Times una historia, un personaje que puede hallarse en cualquiera de los paises de ALC, en el pasado, hoy o mañana. La protagonista, una mujer: Beatrice Alamanni de Carrillo. Es una funcionaria del Estado salvadoreño, es la Defensora del Pueblo, una entidad pública con rango ministerial, de relativa reciente creación en El Salvador. Un país en donde la actuación legal, es la excepción. A ella se dirigen, todos los días, cientos de ciudadanos salvadoreños, madres, hijos, trabajadores, estudiantes, dirigentes, entre otros, a contar sus historias kafkianas, que esta abogada de 62 años debe ayudar a resolver o por lo menos escuchar y denunciar. Debe atender a los pobres y desvalidos, en un país donde hacerlo, es una traición al status quo y porque no, exponerse a una sentencia de muerte de algún tribunal clandestino. Y no es broma o simple retórica, hay que ser salvadoreño para conocer a Los Maras, una pandilla asesina importada desde Los Ángeles. Beatrice, descendiente de italianos, intenta - a veces vanamente, proteger a las victimas del insufrible sistema judicial de su país.   La Alamanni, trabaja con muchos abogados jóvenes, mal pagados y expuestos a grandes peligros, incluso para sus vidas. Junto a esta muchachada  justiciera, después de escuchar denuncias, maltratos, agresiones, muertes y otros horrores, lo único que pueden ofrecer, para ayudar, es denunciar. Y lo hacen, a pesar de las antipatías que despiertan en la clase política nacional, captan la atención de los medios, exponen los casos y las causas que producen escozor en la política oficial. Al parecer los noticieros nocturnos de la TV salvadoreña son un seguro de vida. Todos estos riesgos porque El Salvador, a pesar de la superación del estado de violencia generalizada, que imperaba en el territorio hasta hace 10 años, es hoy, todavía, un país fracturado y fragmentado. La violencia es el eje de la vida cotidiana, a Los Maras se suman escuadrones de la muerte, traficantes de drogas y una delincuencia in crescendo, y mas pandillas, que hacen inútil cualquier política por controlarlas, menos cuando resultan funcionales a una dinámica de poder  excluyente. La corrupción que ha penetrado a las fuerzas policiales, es muy grave por lo generalizada,  según la Allamanni. Los lazos entre ellas y el crimen organizado son frecuentes, las prisiones están en manos de oficiales que tienen un pasado  muy pesado. No se castiga a nadie y por el contrario se persigue y acosa a los colaboradores de la defensora del pueblo. Es el caso de dos abogados, que trataron de impedir la deportación de un dirigente sindical con tenía doble nacionalidad, ecuatoriano-salvadoreño. El arresto de ambos fue inevitable. Muchas veces, los que representan la ley y gestionan justicia para sus causas, deben hacerlo, por simple previsión –siempre-  acompañados por  alguien, porque algo les puede pasar, confiesa la abogada Griselda González,  28 años y vive al filo de la navaja por 550 dólares que paga el Estado. En una oportunidad, Beatrice Alamanni, muy de madrugada, recibió una llamada de un canal de TV preguntándole si aún estaba con vida. La noticia de su muerte era un primicia, al parecer, difundida por la policía.   ¿Porqué creer esta historia?. ¿Por qué hacer casi una apología de una burócrata, tal vez carismática, mediática e histriónica?. Si, es difícil desde tan lejos verificar todo lo que hemos leído en la red. Y es difícil creerlo. Pero, hay algo que nos ha dado certidumbre de que nuestro personaje no es una mujer, es una gran mujer. La tarea que hace hoy requiere de valentía y mucha.  Ella es hoy victima de la vieja estrategia de demolición, que se aplica a todos los que son incómodos al poder. Para ellos hay un programa con el objetivo de denostarlos, ridiculizarlos, frivolizarlos. Suficiente para validar una historia. Veamos lo que dicen de ella.   Que es una loca. Una aristocrática con ansias de figuración, que se ha pintado los ojos cual Cleopatra. Dipsómana, que gusta de vestirse elegantemente con joyas de tamaño descomunal y colores repulsivos. Que es madrina de las bandas, de los criminales porque reclama sus derechos y no de los policías.  Extranjera presuntuosa. El Presidente es gentil pero los ministros la censuran y las autoridades judiciales como que le ofrecen hospitalidad. Y mucho mas.   A Beatriz no la llevó Dante al infierno, ella quiere acercarse para apagar los sufrimientos. La acompañamos.
