A propósito del Día del Ama de Casa del último 1º de diciembre, Artemisa Noticias abrió un debate entre amas y amos de casa sobre roles que todavía parecen difíciles de redefinir. La Cámara de diputados se prepara a discutir el tema.

Creen que no se las considera porque la práctica sexual aceptada es la heterosexual, considerada como principal o única vía de contagio.

La matanza de Montreal actualizó varios dilemas, especialmente el de la violencia hacia las mujeres. No mucho tiempo después de esta sangría, dos psicólogas, Esperanza Bosch y Victoria Ferrer (Universitat de les Iles Balars) confirmaban, luego de años de investigación, el origen ideológico del comportamiento violento contra las mujeres.

La Matanza de Montreal - Diecisiete años después
realizado por la Corresponsalía en Argentina de la Campaña por los 16 días de Activismo contra la Violencia hacia las Mujeres
"Un joven de 25 años, Marc Lépine, tomó una escopeta, fue a la Universidad y mató a 14 mujeres estudiantes (de entre 20 y 31 años), hirió a 9 más y a 4 hombres. Luego de consumada la masacre se suicidó. Entre sus manos encontraron una carta en la que explicaba por qué lo había hecho. Marc Lépine odiaba a las mujeres, y a las feministas en especial. En su misiva había una lista de 19 mujeres destacadas de su comunidad, casi todas dedicadas a ocupaciones no tradicionales, incluidas la primera mujer bombero y la capitana de la policía de Montreal. Pensaba matarlas a todas. Adujo que no pudo hacerlo por falta de tiempo. “La falta de tiempo, puesto que he empezado muy tarde -explicó-, ha permitido a estas feministas radicales sobrevivir”. Fue así que se ocupó de eliminar a quienes tenía a mano y estaban más indefensas: a las mujeres que le refrescaban su reciente fracaso como ingresante en la Politécnica de Montreal, todas alumnas de la carrera de ingeniería.
Esta es parte de la historia que quedó escrita tras los acontecimientos ocurridos el 6 de Diciembre de 1989 en la Universidad Politécnica de Montreal.
Hannah Arendt propone en su libro Los orígenes del totalitarismo un camino de lectura. Para “comprender”, dice, hay que responder a tres preguntas: ¿Qué ha sucedido? ¿Por qué sucedió? y ¿Cómo ha podido suceder?
Tomando como base este libro, la Corresponsalía argentina produjo el material que va adjunto en este mail, y que pueden reproducir parcial o totalmente, citando la fuente.

Anunciando los Terceros Diálogos Feministas Internacionales “Transformando la Democracia: Visiones y Estrategias Feministas” 17-19 de enero de 2007

Nos complace anunciar que los terceros Diálogos Feministas, “Transformando la Democracia: Visiones y Estrategias Feministas” se realizarán del 17 al 19 de enero de 2007, en Nairobi, Kenya, días antes del próximo Foro Social Mundial. En esta reunión de dos días y medio se encontrarán alrededor de doscientas cincuenta mujeres de diferentes partes del mundo para profundizar los intensos diálogos sobre las perspectivas y estrategias feministas para combatir los fundamentalismos, el militarismo y la globalización neoliberal. Con la organización de estos terceros Diálogos Feministas, el Grupo Coordinador aspira a crear un espacio vital donde activistas feministas con mente crítica re-examinen, re-imaginen y avancen en el proyecto político vital de construcción del movimiento feminista y las nuevas formas de los procesos democráticos. Antes de asistir a la reunión, se solicitará a las participantes que participen en una etapa preparatoria de elaboración de sus pensamientos y reflecciones, a través de pequeñas consultas a nivel organizacional, de redes y comunitario. De este modo, las participantes estarán listas para compartir sus reflecciones sobre cómo fortalecer las políticas feministas y reconstruir los movimientos feministas regionales y globales, así como varias estrategias empleadas por las feministas en sus luchas regionales y globales por justicia social y económica. A todas quienes estén interesadas en participar se les solicitará bajar el formulario de inscripciones disponible en el sitio http://feministdialogue.isiswomen.org En la medida de lo posible, se aceptará la participación de todas las mujeres registradas que completen el formulario e indiquen su interés específico en asistir a los Diálogos Feministas. Sin embargo, como la reunión tiene un cupo máximo de 250 participantes, el Grupo Coordinador realizará una selección final basada en el interés, la región y sector dentro del movimiento de mujeres, la edad y otros factores. El Grupo Coordinador está realizando sus mejores esfuerzos para facilitar traducción simultánea a español y francés para las principales plenarias así como interpretación en diferido para el trabajo en grupo de los talleres. También se están ultimando detalles para proporcionar traducción personalizada en otros idiomas, según las necesidades de las participantes. La reunión tendrá lugar en el Meridian Hotel, ubicado en el centro de la ciudad de Nairobi, que cuenta con las instalaciones necesarias para una actividad de estas dimensiones. El Grupo Coordinador ha logrado reunir los fondos necesarios para organizar la reunión, cubriendo los costos de locación, traducción y personas de apoyo únicamente, lo cual significa que no nos es posible esta vez ofrecer becas a las participantes, como sucedió en los pasados Diálogos feministas. Por tanto solicitamos a quienes quieran participar que busquen sus propias fuentes de financiamiento. Se solicitará a las asistentes un pago a modo de inscripción para cubrir los gastos de materiales para trabajar, así como el almuerzo y el té que se servirán durante la reunión. ONU: DIA INTERNACIONAL DEL VOLUNTARIADO

Mensaje con motivo del Día Internacional de los Voluntarios
5 de diciembre de 2006
Cada día, millones de voluntarios dejan bien claro que pese a todo —pese a la pobreza y al odio, pese a la apatía y la dificultad aparentemente insuperable de algunos de los problemas que afrontamos— sí es posible mejorar el mundo.
Su disposición hace del voluntarismo uno de los atributos más visibles y mejor recibidos de la ciudadanía mundial. En tareas grandes y pequeñas, los voluntarios están transformando sus comunidades y nuestro mundo. Y en esta era en que vivimos, caracterizada por problemas crecientes, desde el VIH/SIDA hasta la trata de personas y el contrabando, para los cuales no existen fronteras, los voluntarios están respondiendo a las necesidades más apremiantes de la humanidad con soluciones de carácter comunitario.
No existe hoy necesidad más urgente que la de lograr los objetivos de desarrollo del Milenio en los plazos previstos. Nuestro mundo tiene los recursos y la visión para hacer que la pobreza sea historia, para acabar con el hambre y para que el desarrollo sea una realidad para todos. No obstante, los progresos han sido desiguales, tanto dentro de cada país como entre los países. Con sus esfuerzos, los voluntarios pueden contribuir a salvar la distancia que existe entre las declaraciones y la acción y complementar las actividades de carácter más general que se realizan a nivel nacional e internacional para alcanzar dichos objetivos.
El voluntarismo, desde luego, no necesita recompensa. Pero el Día Internacional de los Voluntarios es una oportunidad para recordar a quienes procuran, de manera desinteresada, mejorar nuestro mundo, que su aportación no queda sin reconocimiento. Siendo ésta la última vez que celebro el Día Internacional de los Voluntarios en mi calidad de Secretario General, deseo expresar mi sincera gratitud a todos los hombres y las mujeres que ponen sus competencias y aptitudes al servicio de la humanidad, y espero que muchos más sigan su ejemplo.

Latin American countries face important labor market problems, the labor situation being particularly critical for youth, whose unemployment rates are more than double those of adults. Self-employment programs constitute a relatively recent and appealing policy option. Their principal aim is to develop the abilities of entrepreneurial youth to run their own businesses. In the Latin American context, where wage-earning labor demand is insufficient to absorb the increasing labor supply; the principal advantage of this type of program over other policy options is that they are less likely to produce crowding-out effects, that is, to transfer unemployment from policy beneficiaries to non-beneficiaries.
Impact evaluations of two Peruvian self-employment programs targeted at disadvantaged youth find positive effects of these programs on the probability of business creation and on beneficiaries' earnings. However, empirical evidence of the impacts of self-employment programs is still incipient and much has to be done in this area. Nevertheless, self-employment programs appear as an attractive policy response to youth unemployment, especially taking into account the Latin American context; and therefore they must be regarded as an important component of the global employment creation strategy in these countries.

NEWS **European Women's Lobby - National Observatories to Combat Violence Against Women at the National Level & Linked to the European Level** Currently, the Violence Policy Centre and its European Observatory are working on the development of National observatories to combat violence against women to monitor policies on violence against women at the national level and make the link to the European level. **16 Days of Activism Against Gender Based Violence – Lebanon** For the second consecutive year, “KAFA (Enough) Violence and Exploitation†took part in the international campaign “16 days of activism against gender violence†with its “Silent Witness Exhibition†caravan focusing on domestic violence and how crimes against women and the so-called “honor crimes†find their justification, not only in at the community level but also in legislation. The aim of the project is to raise awareness and advocate for the adoption of a law on domestic violence in Lebanon. As part of its awareness raising campaign, KAFA launched a CD that compiles all Lebanese Personal Status Codes and Civil Codes on the issue of domestic violence against women and children. **UN Trust Fund to End Violence Against Women** The UN Trust Fund to End Violence against Women, established 10 years ago by the UN General Assembly, could disburse $3.5 million this year - almost twice the amount available in 2005 and close to four times more than in 2004. This Fund managed by UNIFEM has proven to be an effective mechanism to tackle the pandemic of violence as it affects women in each and every country around the world. **Council for Women’s and Men’s Social Equality** On 26 September 2006, a Council for Women’s and Men’s Social Equality (Nők és Férfiak Társadalmi Egyenlősége Tanács) was established under the auspices of the Ministry of Social and Work Affairs. The re-creation of this new institution and the continuation of its work have an important function as securing equality between women and men is one of the main political agendas of the EU. The policy about gender equality compels member states to take concrete steps towards creating gender equality on the various walks of life including education, healthcare, employment, and social security. **Second International Congress of Islamic Feminism**. The Second International Conference of Islamic Feminism, held 3-5 November 2006, Barcelona, Spain, focused on problems with the Shari’ah (Islamic Law) and discriminatory family laws enforced in many Muslim countries. As a result of the conference an “Observatory of Islam and Gender†was created to be headquartered in Barcelona. This Observatory attempts to consolidate the work of the two International Conferences of Islamic Feminism, to serve as a common ground between intellectuals and Feminist organizations in the Islamic world, and to promote Islamic Feminism in Spain. EVENTS **Third Regional Training Course on Gender, Citizenship and Participatory Governance for the Middle East and North Africa Region** This course is jointly organized by KIT (Royal Tropical Institute) and the Collective for Research and Training on Development Action (CRTD.A) in Lebanon, and will be held on 16-24 April 2007 in Beirut, Lebanon. The World Health Organization (WHO) has published this Sourcebook for health professionals - This module is designed to improve the awareness, knowledge and skills of health professionals on gender-based violence. **The Global Gender Gap Report 2006**. This Report covers all current and candidate European Union countries, 20 from Latin America and the Caribbean, over 20 from sub-Saharan Africa and 10 from the Arab world. Together, the 115 economies cover over 90% of the world’s population. The Report measures the size of the gender gap in four critical areas of inequality between men and women: 1. Economic participation and opportunity - outcomes on salaries, participation levels and access to high-skilled employment; 2. Educational attainment - outcomes on access to basic and higher level education; 3. Political empowerment - outcomes on representation in decision-making structures; 4. **Indigenous Women of the Americas – Second Edition**. Rights & Democracy, in partnership with Enlace - the Continental Network of Indigenous Women - and Quebec Native Women, have prepared this information kit to highlight the work of women acting at the local, national and international levels to ensure that their rights are respected. **Good Practices To Protect Women Migrant Workers** This UNIFEM publication is the result of the High-Level Government Meeting on Good Practices to Protect Women Migrant Workers held in Bangkok, December 2005. The report explores the successes and challenges in protecting migrant domestic workers in terms of management, regulation and laws. It shows the development of country-specific good practices in various countries of employment, namely Bahrain, Brunei, Jordan, Malaysia, Singapore and Thailand.
