Latin American countries face important labor market problems, the labor situation being particularly critical for youth, whose unemployment rates are more than double those of adults. Self-employment programs constitute a relatively recent and appealing policy option. Their principal aim is to develop the abilities of entrepreneurial youth to run their own businesses. In the Latin American context, where wage-earning labor demand is insufficient to absorb the increasing labor supply; the principal advantage of this type of program over other policy options is that they are less likely to produce crowding-out effects, that is, to transfer unemployment from policy beneficiaries to non-beneficiaries.
Impact evaluations of two Peruvian self-employment programs targeted at disadvantaged youth find positive effects of these programs on the probability of business creation and on beneficiaries' earnings. However, empirical evidence of the impacts of self-employment programs is still incipient and much has to be done in this area. Nevertheless, self-employment programs appear as an attractive policy response to youth unemployment, especially taking into account the Latin American context; and therefore they must be regarded as an important component of the global employment creation strategy in these countries.

NEW dgSPECIAL REPORT LAUNCHED: 'Empowering the Next Generation: Youth in the Developing World'
The new dgSpecial Report 'Empowering the Next Generation: Youth in the Developing World' has launched. With 1.3 billion young people between the ages of 12 and 24 in the developing world, the Report builds on the claim that a window of opportunity is now open for developing countries to adopt policies for long-term benefit. The Report includes interviews with policy-makers and youth leaders, as well as results of the DG survey, where key issues for youth are discussed. Because ICT will play an important role in the lives of this generation, the Report also highlights the winner and finalists of the 2006 Development Gateway Award, focused this year on ICT projects that empower youth.

Mr. Widanapathirana is a researcher, practitioner and team leader in community based resource management initiatives for livelihood enhancement and poverty reduction. Experienced in 12 countries from Africa, Asia and the Pacific during my 25 years of professional career. By training, possess B Sc in agriculture, agricultural economics (at Masters) and social development (Doctoral). Currently working on a poverty reduction project in Asia. His priority areas include: accountability, empowerment, participatory systems and methods, capacity development and, an enabling environment for the civil organisations, in particular community based organisations directly involved in production, management; empowering people of rural based organisations to work effectively in achieving community development with accountability, responsibility and sustainability.

Mr. Amo holds a BA (Economics and Geography) Hons. Degree and an MSc. Degree in Development Policy and Planning. He has worked as a Development Planning Officer of a District Assembly in Ghana, As a Senior Programme Officer of Environmental Protection Agency and currently a Senior Advisor of SNV (Netherlands Development Organisation) Ghana. His areas of interest include research and programmes in areas as environmental impact assessment, poverty and empowerment, participatory learning action, rural and urban development and governance. Currently activities include; providing advisory services in the preparation of medium-term development plans for one District Assembly and one Metropolitan Assembly in Ghana. Mr. Amo is also co-ordinating the MDGs localisation project in a District Assembly.

dgCommunities members are invited to share their views in a virtual consultation forum with civil society and indigenous peoples sponsored by the Government of Bolivia and the Organization of American States, and in cooperation with the Development Gateway Foundation. The forum will address sustainable development issues. A summary of comments will be presented by the OAS to the First Inter-American Meeting of Ministers and High-Level Authorities on Sustainable Development, to be held in Bolivia on October 5-6.
