Siphiwe Hlophe dreams of breaking the debilitating silence surrounding the issue of AIDS/HIV in her country. The Swazi woman, who discovered she was HIV positive about 8 years ago, attended an information workshop run by the Centre for Development and Population Activities last year in Washington, with that dream in mind.
"The central thing is that people living with HIV must be involved in the decision making about their own lives. That will never change," she said in an article published after the conference. One year later, Sophie's dream lives on. Fifteen women have gathered in Washington for CEDPA's annual workshop to continue the move towards including women in peace and development initiatives. This year's workshop transcends the issue of HIV/AIDS, and focuses on the theme of "WomenLead in Promoting Peace and Stability."
The four-week workshop, which got underway October 13th, is bringing together women from nine different conflict countries, and will strengthen their ability to effect change in their communities through leadership and peace-building programs. The women will hone these skills through training sessions on advocacy, communications, and fundraising, and through educational seminars on the important role of women in the peace process.
"AT CEDPA, we believe that when women move forward, the world moves with them," said Yolonda Richardson, the President and CEO of the Centre for Development and Population Activities. Involving women in the peace process is an issue that has recently been brought to the forefront of international politics. In October, the United Nations Security Council stressed the importance of involving women in rebuilding war-devastated societies, and in UN peacekeeping operations.
"Peace agreements, early recovery and post-conflict governance do better when women are involved," said Noeleen Heyzer, UNIFEM Executive Director. "Women make a difference in part because they adopt a more inclusive approach to peace and security and address key social and economic issues that provide the foundations of sustainable peace that would otherwise be ignored."
One of the first workshop sessions looked at the attitudes that cause conflict, and explored the ways women are affected as violence escalates. The workshop ends November 17th, and will explore other gender-based violence issues, including the role of women in reconciliation efforts. "When we fail to build upon women's strengths, the whole peace process suffers," said Netumbo Nandi-Ndaitwah, the Minister for Women Affairs and Child Welfare of Namibia. "Without women's equal participation and full involvement in peace processes, it was not possible to attain justice or development, or protect women from the violence and suffering unleashed during conflict."

It is obvious that girls are among the most vulnerable and defenceless groups in times of armed conflicts. This is a problem that has received little attention from the international community. This paper by the United Nations Division for the Advancement of Women (DAW) in collaboration with UNICEF describes and analyzes the inhuman experiences of girls during situations of armed conflict. The paper offers recommendations to governments, the UN and NGOs on how to prevent and or address the identified challenges.

A summary of comments will be presented by the OAS to the First Inter-American Meeting of Ministers and High-Level Authorities on Sustainable Development, to be held in Bolivia on October 5-6.
