1.  NEW HIGHLIGHT: Empowerment of Youth Must Be "Equal Empowerment" for
Men and Women.

The World Bank's Development Report 2007 discusses the need to focus on
the empowerment of the "next generation" - for governments to build
systems and infrastructure which increase access to health, education,
capacity building, employment, sustainable development  and participation
in governance.

Unfortunately - as the figures of maternal deaths, gender violence and
the increasing feminization of HIV/AIDS corroborate - the concern for
empowerment and enablement for young women in many countries of the
world is not the same as that for young men.
The Millennium Development Goal No. 3 is "Promote Gender Equality and
Empower Women." The declaration of the International Conference on
Population and Development at Cairo (ICPD), in 1994, puts rights and choices
at the center of reproductive health and population policy over a
20-year program. Yet, the world over, with just a couple of months to go
before 2007 is ushered in  - women are still fighting for equal access to
education, food, health, employment, and reproductive rights.
 
For women to reach empowerment - governments and the donor community
need to follow a multi-faceted approach which provides equality and equal
rights in all aspects of a women's life.  Sex selection abortion and
female genital mutilation violate women's fundamental human rights - just
as much as domestic violence and rape, trafficking, lack of
representation in government, and discrimination in workplace policies. 

Empowerment for youth can only be effective when the scales of
opportunities are equally balanced for both the sexes.

NEW dgSPECIAL REPORT LAUNCHED: 'Empowering the Next Generation: Youth
in the Developing World'

The new dgSpecial Report 'Empowering the Next Generation: Youth in the
Developing World' has launched.  With 1.3 billion young people between
the ages of 12 and 24 in the developing world, the Report builds on the
claim that a window of opportunity is now open for developing countries
to adopt policies for long-term benefit. The Report includes interviews
with policy-makers and youth leaders, as well as results of the DG
survey, where key issues for youth are discussed.  Because ICT will play an
important role in the lives of this generation, the Report also
highlights the winner and finalists of the 2006 Development Gateway Award,
focused this year on ICT projects that empower youth.

4.   NEw DISCUSSION FORUM: The Feminization of HIV/AIDS

The Feminization of AIDS is an article written by  Marielena Zuniga

"She is from Mexico. Poverty forces her into domestic labor at age 13.
One night she is raped by her employer's drug-addicted son. But she is
blamed for the attack and fired. Her family will not take her back and
she is forced into commercial sex work. Today, at 14, she is
HIV-positive.

She is from India. She is 18-years-old when she is raped by an older
man. Forced to marry him, she lives with his family as is the custom in
her country. She soon discovers he is HIV-positive and that he has
infected her. But her husband's family blames her, not him. He dies. They
throw her out of the house. With no money, job or education, she is
forced to survive in any way she can.

She is from Ethiopia. Drought and famine hit her rural village and her
husband leaves to find work in one of the larger cities. He is not
monogamous. During his visits home, he brings HIV with him. He dies. A
widow after one year of marriage, she is in denial that she might be
infected. She delays treatment. She, too, dies.

These women, and countless others like them, are the face of AIDS in
today's world. Far from the "gay white men's disease of the '80s,"
HIV/AIDS is infecting and affecting women more than ever before. As the
epidemic enters its third decade, women now account for half of the 42
million people living worldwide with HIV/AIDS."

7. VIRTUAL CONSULTATION FOR INTER-AMERICAN MINISTERIAL MEETING ON
SUSTAINABLE DEVELOPMENT

consultation forum with civil society and indigenous peoples sponsored by
the Government of Bolivia and the Organization of American States, and
in cooperation with the Development Gateway Foundation. The forum will
address sustainable development issues. A summary of comments will be
presented by the OAS to the First Inter-American Meeting of Ministers
and High-Level Authorities on Sustainable Development, to be held in
Bolivia on October 5-6.
