1. NEW! HIGHLIGHT: Rape as A Weapon of War

On the eve of a Security Council debate in October 2007 on the role
of women in peace and security, two senior United Nations officials
stressed the need to combat gender-based violence and to ensure that
violations of women's rights, including the use of rape as a weapon of
war, are viewed as a security issue.
"The woman's body has become a battleground and it seems to be
taken for granted that this should continue," Rachel Mayanja, the
Secretary-General's Special Adviser on Gender Issues and Advancement of
Women, said at a press briefing at UN Headquarters, stressing the
responsibility of Member States to address the question of rape.
The 15-member Council discussed progress in implementing resolution
1325, a landmark document adopted in 2000 which recognizes the
contribution of women to the maintenance and promotion of peace and
security, while acknowledging their specific needs and concerns in
armed conflict and its aftermath.
The resolution calls in particular for measures to protect women
from gender-based violence, including rape and other forms of sexual
abuse. "The most serious sign of inadequate implementation is the
phenomenon of sexual violence as a weapon of war," stated Joanne
Sandler, acting Executive Director of the UN Development Fund for Women
(UNIFEM). "It is absolutely essential that the Council takes this up,
particularly the issue of remedial measures, of judicial response and
of prevention," she added.
The use of rape as a weapon of conflict has been denounced by
numerous UN officials, including the world body's humanitarian chief.
Briefing the Council last month after returning from the Democratic
Republic of the Congo (DRC), where serious humanitarian problems remain
even after the end of major fighting in most of the country,
Under-Secretary-General for Humanitarian Affairs John Holmes reported
that "brutal sexual violence is a particularly horrific feature of the
DRC."
"For many victims, registering a case and speaking out means almost
certain ostracism by their own family and community," he told the
Council. "In any case, the chances of redress in a situation of
virtually total impunity are close to zero … it's a security issue
that needs the Council's attention not once a year but much more
frequently than that so that we can have the kind of action and
response that is required."

Amnesty International – showing victims of a 40-year internal armed
conflict in Colombia - the security forces, army-backed paramilitaries
and armed opposition groups - have used rape and other forms of sexual
violence. They abuse women in order to terrorize communities, force
people out of their homes, wreak revenge on adversaries and accumulate
"trophies of war".

Political will and leadership are fundamental to improving women's
access to health services. Efforts to increase women's access to health
services have fallen short in many developing countries because of
underlying economic, political, social and cultural constraints.
Parliamentarians are well-placed to promote gender sensitive health
policies, whether through legislative mandates, acting as public role
models and spokespersons for gender equality and public openness about
HIV and AIDS, or supporting development of a sustainable national
health infrastructure. What is the situation in your country? Please
share your views with the community.

4. NEW! Resource of Interest: Video - UNIFEM's Gender-Responsive Budgeting Initiative
---------------------------------------------------------------------
This video showcases UNIFEM's work on gender-responsive budgeting
(GRB). The film is set in Mysore, India, where an elected woman
representative used the skills gained from a UNIFEM-supported GRB
training to facilitate dialogue between women and municipal government
and mobilize women to articulate their priorities and demand action
from local leaders. As a result, budget allocations were secured for
the construction of a health centre and the removal of a health hazard
from the community. The film, which includes a number of interviews
with key stakeholders from the GRB initiative, demonstrates the value
of women's participation in budget policymaking in order to ensure that
budgets effectively address poverty experienced by women. To date,
several obstacles still prevent women from participating in budget
policymaking, including lack of knowledge of budget processes,
discrimination, and lack of organizing, among others. UNIFEM and its
partner organizations continue to support initiatives across the world
to bring a gender perspective to budgets (allocations and revenues) and
budgetary processes. It is our hope that this video will facilitate
advocacy efforts to advance women's rights and position GRB as an
effective tool for achieving gender equality.

La
violencia sexual contra los civiles en el este de
RDC-Congo
|
|
A pesar de que la guerra acabó en
2002, los combates continúan en el Este de RDC-Congo. A finales de
octubre, MSF ha publicado un informe sobre la violencia sexual
cometida contra los civiles (especialmente mujeres y niños) en el
distrito de Ituri, en el noreste de la República Democrática de
Congo (RDC). Después de cuatro años de trabajo médico en la región,
MSF testimonia, en un informe titulado "Ituri, los civiles siguen
siendo las primeras víctimas", la permanencia de la violencia sexual
y las consecuencias humanitarias de las operaciones militares
llevadas a cabo en 2007 en el marco del proceso de pacificación.

Somalia: atrapados en la ciudad
La violencia se intensifica en Mogadiscio, la capital
somalí. Los que pueden huyen hacia zonas más seguras, pero muchos se
han quedado atrapados en la ciudad ya que no tienen recursos para
salir. Los graves enfrentamientos están impidiendo a muchas de estas
víctimas acceder a los centros de salud. MSF está seriamente
preocupada por esta situación, que ha obligado a evacuar a su
personal internacional.

¿Un nuevo modelo de I+D a la vuelta de la
esquina?
Esta semana tiene lugar en
Ginebra la segunda reunión del Grupo de Trabajo Intergubernamental
para la Salud Pública, la Innovación y la Propiedad Intelectual
(IGWG por sus siglas en inglés). Hay representantes de todos los
Ministerios de Salud de los países miembros de la OMS, y tienen el
mandato de buscar un nuevo modelo de I+D que no esté basado en
beneficios sino en las necesidades más urgentes de los países en
desarrollo. Sin embargo, algunos países de la UE y EE.UU tratan de
bloquear este paso adelante. Es crucial lo que ocurra al final de
esta semana, porque podríamos estar más cerca de un nuevo modelo de
I+D

El miedo a un retorno forzado: los refugiados hmong
de Laos en el norte de Tailandia
Actualmente, 7.500 refugiados de la etnia hmong viven
confinados en un campo controlado por el Ejército tailandés en la
localidad de Nuai Nam Khao, al norte de Tailandia. Los refugiados,
que afirman haber huido de la violencia y la persecución en Laos,
sienten un profundo miedo a ser devueltos a su país. En septiembre
de 2007, las autoridades de Tailandia y Laos anunciaron su intención
de repatriar a estos refugiados antes de finales de 2008 sin ningún
proceso independiente de investigación. El fotógrafo Greg
Constantine muestra a través de 19 instantáneas la historia de estas
personas.

A Todas las Mujeres:
Que piensan que la violencia que sufrimos diariamente proviene del un sistema que nos condena por el solo hecho de ser mujeres: a la invisibilización (en el lenguaje , en la historia, etc); a la denigración en los medios de comunicación; a la normación de nuestros cuerpos y nuestras conductas; a la heterosexualidad obligatoria; a la invisibilización y discriminación de las mujeres lesbianas; a la medicalización de las frustaciones a que nos lleva la desigualdad; a las violencias perpetradas desde el sistema de salud; a la feminización estructural de la pobreza; a las dobles y triples jornadas de trabajo en los puestos peor remunerados; al trabajo doméstico y a ser las únicas responsables del cuidado de los/as niños/as y ancianos /as; a gestionar la miseria con mínimos recursos; a todo tipo de violencia sexista; a los abusos; a los acosos (en el trabajo, en la militancia, en la calle, etc); a los golpes y los malos tratos; a la negación del derecho a decidir sobre nuestros cuerpos; a la prostitución; a la violencia de proxenetas, prostituyentes y rufianes; a los secuestros y desapariciones en las redes de prostitución; etc.
Todas estas violencias son consecuencia de la opresión de las mujeres y de la profunda desigualdad entre mujeres y varones, propias del sistema patriarcal, que ha permanecido en el tiempo y por sobre todos los sistemas socio-político-económicos, manifestándose hoy como patriarcal-capitalista, a costa del placer, la salud y la vida de todas nosotras.
Invitamos a todas las mujeres y grupos de mujeres, que quieran expresar su disconformidad y la posibilidad de construir una sociedad sin violencias contra nosotras, a ser parte de esta convocatoria y a organizarnos para el 25 de noviembre:
